Senior Minister His Excellency Ieng Mouly: Success in Fight Against AIDS Stems From Political Resolve, Partnership, and Investment To End AIDS

Geneva: Senior Minister His Excellency Ieng Mouly, Chair of the National AIDS Authority, gave a presentation on the successful experiences in the fight against HIV and AIDS in Cambodia at the three-day global consultative meeting on “Drafting Approaches Towards the Results of Sustainable AIDS Response in the Era of Sustainable Development Goal,” which kicked off at Grand Hotel Kempinski Geneva on the afternoon of 8 April 2019 and lasted from 8 to 10 April.

The presentation made by His Excellency the Senior Minister to the meeting is titled “Towards Ending AIDS in Cambodia: Recommendations on Preparations for Transfer of Transition and Roadmap Towards Sustainability.”

The presentation was given after the UNAIDS had presented a certificate in recognition of the Royal Government of Cambodia’s vital role, with political determination and leadership, in achieving the 90-90-90 targets (90% of HIV carriers are aware of their status, 90% of those aware of their status have received antiretroviral therapy, and 90% of those receiving the therapy have had the lowest viral load). His Excellency the Senior Minister informed the meeting that the National AIDS Authority is a national institution, leading and coordinating the multisectoral response to HIV and AIDS. The authority’s principles center on human, efficiency, effectiveness, and sustainability, with roles and responsibilities that include leadership, ownership, partnership, and coordination in mobilizing resources (in tandem with ministries, provinces, the United Nations, development partners, and civil society organizations).

In conclusion, His Excellency the Senior Minister underlined that the Royal Government of Cambodia has resolved to end AIDS and make the fight against AIDS sustainable. The government also set forth, on 21 February 2019, a six-point political principle with a view to ensuring sustainability in the multisectoral fight against AIDS. The success in combating AIDS stems from: 1) political resolve, 2) partnership (the Royal Government works closely with the United Nations, donor countries, and civil society organizations), and 3) investment towards ending AIDS.
